The Skilled Employer Sponsored Regional (Provisional) (SESR) visa (subclass 494) is a Department of Home Affairs visa that allows Australian employers in regional Australia to sponsor (nominate) skilled migrants to fill employment vacancies, where the employer cannot source an appropriately skilled Australian worker.
To nominate a skilled position through the employer sponsored stream of the SESR with the Department of Home Affairs, the employer and the nominated position must be assessed by a Regional Certifying Body (RCB).
Regional certifying bodies (RCBs) are a group of State and Territory government agencies, local chambers of commerce, local government councils and regional development bodies. They provide advice to the Department of Home Affairs on whether the Skilled Employer Sponsored Regional (Provisional) visa (subclass 494) (SESR) applications meet certain requirements.
The RCB only assesses the business and the position being nominated. It does not assess the individual who will be appointed to the position. It can therefore assess a vacant position before recruiting someone to fill the role.
Regional certifying bodies in Western Australia
The Department of Training and Workforce Development, through WA Migration Services, is the RCB for all of Western Australia, excluding the Goldfields–Esperance region. This includes the following regions:

To lodge an application with WA Migration Services you need to:

prepare the required documents listed in the checklist for nomination certification;

complete the application for Regional Certifying Body advice. You will be asked to scan and attach the required documents as part of the application. All documents should be high quality colour copies of the original; and
Once the assessment has been completed, the nominator (employer) will receive an email with the Regional Certifying Body advice and a signed Form 1404 which is then used in your application to the Department of Home Affairs.
The Regional Certifying Body assessment advice must have been obtained no more than three (3) months before the date the nomination is lodged. If the assessment is dated more than three (3) months before the date the nomination is lodged, the Department of Home Affairs decision maker may require a fresh RCB assessment to be obtained. This is because labour market conditions may have changed sufficiently for new advice to be warranted.

Designated Area Migration Agreement
The City of Kalgoorlie–Boulder has established a Designated Area Migration Agreement (DAMA) with the Department of Home Affairs. This agreement has its own occupation list providing employers in the region with access to a broader range of skilled workers, utilising the labour agreement stream of the Temporary Skill Shortage visa (subclass 482) and the Employer Nomination Scheme (subclass 186).
The Western Australian Government is not formally involved in the City of Kalgoorlie–Boulder DAMA. Employers in this region should contact the City of Kalgoorlie–Boulder for further information.
