The onshore student visa policy is crucial to the operation of the overseas student programme but receives relatively little attention because it pertains to individuals who are already in Australia.
The following is stated in the government's new migration strategy, which was unveiled in late December: "Prohibit onshore visa hopping, which undermines system integrity and promotes 'permanent temporariness'. International students seeking renewable student visas will be subject to heightened scrutiny by the government.
