Australia has introduced a new 4-Tier Occupation Ceiling framework that will reshape invitation numbers for:
Skilled Independent visa (subclass 189)
Skilled Work Regional (Family Sponsored) visa (subclass 491)
⚠️ This change applies specifically to 189 and 491 (Family Sponsored) visas.
✅ It does NOT affect:
Skilled Nominated visa (subclass 190)
Employer Nomination Scheme (subclass 186)
How the 2025–26 Occupation Ceilings Are Calculated
The government now uses a structured formula:
1️⃣ Workforce Analysis
Employment data from the Australian Bureau of Statistics determines how many people are currently working in each occupation.
2️⃣ Tier Multiplier Applied
Each occupation is placed into one of four priority tiers:

| Tier 1 | Critical | Highest multiplier |
| Tier 2 | High | Strong allocation |
| Tier 3 | Moderate | Reduced allocation |
| Tier 4 | Lower priority | Tightest ceilings |
The workforce total is multiplied by a tier percentage to calculate the base ceiling.
3️⃣ Minimum Floor Rule
If the calculated number is too low, a minimum baseline of 500 places per occupation is applied.
4️⃣ Deduction of Other Visa Grants
Visas already granted through other pathways (such as 190 or 186) are subtracted from the total.
➡️ The remaining number becomes the final ceiling for Subclass 189 for 2025–26.
🔥 Why This Matters
If your occupation is heavily used in State Nomination (190) or Employer Sponsorship (186), the remaining spots for 189 may be significantly reduced.
This means:
Invitations may be more competitive
High-demand occupations could exhaust early
Strategy now matters more than ever
